Scaffolding a multi-unit residential development presents a category of challenges that simply does not arise on a greenfield site. Residents are present — often daily, sometimes around the clock. Their driveways, paths, letterboxes, gardens, and sense of security are all affected by the scaffold programme. Getting the community relations right is just as important as getting the engineering right, because a project that loses the support of affected residents can find itself blocked by noise complaints, resource consent challenges, and local authority interventions that cost far more than any consultation process would have.

Pre-Construction Resident Engagement

Our approach to occupied-building scaffold projects starts well before the first vehicle arrives on site. A structured pre-construction engagement process typically includes:

• A letter drop to all affected residents detailing the scope, timeline, and daily hours of work
• A photographic condition survey of all common areas, driveways, gardens, and outdoor fixtures
• A resident information session for larger programmes, held at a time that suits the building community
• Appointment of a named community liaison contact whose direct number is shared with residents
• An agreed protocol for how resident concerns will be received and responded to during the programme

The condition survey is particularly important. It means that any damage claims arising during the scaffold programme can be assessed against a clear, documented baseline rather than becoming a dispute about pre-existing versus construction-caused damage. Residents feel more secure knowing their property has been recorded, and the project team has protection against unfounded claims. It is a small investment of time that pays significant dividends.

Scaffold Design for Occupied Buildings

The scaffold design itself needs to accommodate the complexities of occupied buildings. Several principles guide our approach to these projects:

Unimpeded Resident Access at All Times

Residents need unimpeded access to their entrances at all times. Scaffold designs that require temporary closure of access routes need to be sequenced in short, well-communicated windows — and those windows should be agreed with affected residents in advance, not imposed on them. Our design process identifies all access routes early and ensures the scaffold layout accommodates them, with temporary closures treated as a last resort rather than a default convenience.

Lighting, Security, and Privacy

Lighting inside the scaffold zone must be maintained to ensure residents feel safe moving around the building perimeter at night. This typically means scaffold-mounted temporary lighting at ground level access routes, with motion-sensor options for low-traffic areas. Privacy screening is often appropriate where scaffold platforms overlook unit windows or outdoor living areas — this is both a courtesy to residents and a security measure that reduces the risk of opportunistic intrusion via the scaffold structure.

Scheduling Around Residents

We schedule noisy activities — tube cutting, base plate installation, early-morning deliveries — within agreed hours and communicate any changes to that schedule in advance. On strata-titled buildings, the body corporate committee is usually the primary point of contact, but individual unit owners also have rights and interests that need to be respected. A single resident who feels ignored and disrespected can generate a level of complaint activity that far exceeds the inconvenience of a proactive ten-minute conversation.

Car parking impacts need to be minimised and compensated where possible. Where scaffold erection requires the temporary loss of designated resident parking, alternatives should be identified and communicated before the spaces are blocked — not after residents return home to find nowhere to park. These considerations add time and cost to the planning phase, but they prevent the kind of community relations failures that stall projects and create reputational damage for everyone involved.
